Der aktuelle Aufmarsch russischer Truppen an der Grenze zur Ukraine ist dem verlangen Putins geschuldet sich die Ukraine einzuverleiben und Russen und Ukrainer wieder zu vereinen, denn nach Putins Weltanschauung sind Ukrainer und Russen ein Volk – die Ukrainer sehen das natürlich anders und sind bereit zu kämpfen. Die Chancen den Kampf gegen die russische Übermacht zu gewinnen stehen allerdings schlecht. Aber noch gibt es Hoffnung für die Ukraine – falls der Westen mitspielt.
Aktuell läuft die Diplomatie weltweit auf Hochtouren. Macron, Biden, Scholz und viele andere haben schon mit Putin gesprochen, wirklich viel ist allerdings nicht dabei herumgekommen. Um ehrlich zu sein, stellt sich die frage, was diese Gespräche überhaupt bezwecken sollen. Niemand der bei Putin war hat ernsthaft versucht mit Ihm zu verhandeln bzw. war in irgendeiner Form kompromissbereit. Stattdessen wird Putin immer gedroht, „wenn Russland in der Ukraine einmarschiert wird dies ernsthafte Konsequenzen haben“, der Westen hat dabei bisher allerdings versäumt diese „Konsequenzen“ näher zu definieren. Dies hat wohl möglich damit zu tun, dass man sich im Westen mal wieder auf keine gemeinsame Linie festlegen kann, daran hat auch das Russland treue Deutschland großen Anteil. Wie aber kann der Ukraine-Konflikt doch noch diplomatisch oder im Extremfall militärisch gelöst werden? Meiner Meinung nach gibt es für den Konflikt aktuell drei, eher kurzfristig angelegte, Lösungen.
1.Diplomatisch
Eine Möglichkeit bzw. ein erster Schritt den Konflikt noch diplomatisch zu lösen, wäre dass der Westen endlich die „ernsthaften Konsequenzen“ definiert und sich auf eine gemeinsame Linie festlegt. Die Konsequenzen sollten endlich offen kommuniziert werden, damit Russland weiß, worauf es sich gefasst machen kann und Putin seine Entscheidung zum Einmarsch noch einmal überdenken kann. Die „Ernsthaften Konsequenzen“ sollten dabei aber für Russland auch wirklich ernstzunehmenden sein und Russland einen hohen Preis für den Einmarsch bezahlen lassen. Sanktionen sollten zum einen den Ausschluss aus dem Zahlungssystem Swift bzw. eine komplette Abschottung vom Dollar beinhalten. Zum anderen sollte das vorläufige Ende von Nordstream 2 besiegelt werden und schließlich muss auch das Vermögen und der Besitz von Putins Freunden, den russischen Oligarchen, im Ausland eingefroren werden. Sanktionen des Westens werden wahrscheinlich auch Sanktionen von russischer Seite hervorrufen, wie z.B. die Drosselung von Öl- und Gaslieferungen. Kurzfristig wird man diese Sanktionen in Europa leider in Kauf nehmen müssen, langfristig sollte Europa sich aber schnellstmöglich um neue Rohstofflieferanten bemühen, die in naher Zukunft Öl und Gas für Europa zur Verfügung stellen können.
Wladimir Putin bekräftigt oft, dass vor allem die Nato-Osterweiterung Schuld sei am aktuellen Truppenaufmarsch an der ukrainischen Grenze. Russlands Bedenken sind zum Teil nachvollziehbar, andererseits aber auch nur Vorwand, um Putins Machtspielchen zu legitimieren. Als kurz- bzw. mittelfristige Lösung, um Putins Bedenken bezüglich einer Nato-Osterweiterung zu besänftigen, sollte der Westen mit Russland einen Deal verhandeln. Der Deal sollte einen EU bzw. Nato Beitritt der Ukraine für die nächste fünf Jahre ausschließen und beinhalten, dass niemals Nato bzw. US-Truppen für Militärübungen oder ähnliches in der Ukraine stationiert werden dürfen. Als Gegenleistung unterzeichnet Russland einen Nichtangriffspakt. Es sollte aber auch klar festgehalten werden, dass die Ukraine (sofern sie möchte) der Nato bzw. der EU nach fünf Jahren beitreten darf. Dieser Plan würde allen Parteien zunächst nochmal etwas Luft verschaffen und vor allem der Ukraine zugutekommen, da diese nun fünf Jahre Zeit hat wirtschaftlich und militärisch an Stärke zu gewinnen. Alternativ könnte man im Falle eines Einmarsches aber noch einen Ausbau der Nato durch Länder wie Schweden und Finnland anstreben. Diese Maßnahme wäre zwar sehr riskant, da es für Putin eine Bestätigung seines Argumentes, dass die Nato immer weiter gen Osten strebt wäre. Andererseits würde ein potenzieller Nato-Beitritt dieser Länder zeigen, welche Folgen der russische Neo-Imperialismus hat und Entschlossenheit im Kampf gegen Russland demonstrieren
2. Semi-Militärisch
Der zweite Lösungsweg ist als „Semi-Militärisch“ zu beschreiben, da die ausländischen Truppen hier in erster Linie nicht aktiv Kämpfen sollen, sondern nur als Verhandlungsbasis dienen. Bevor Russland in die Ukraine einmarschiert könnte man, falls die Diplomatie nicht mehr greift, Truppen in die Ukraine als Abschreckung entsenden. Wenn Deutschland z.B. 5.000 Soldaten nach Kiew entsendet, Frankreich entsendet weitere 5.000 Soldaten nach Odessa und Großbritannien, Rumänien und Bulgarien errichten eine Seeblockade vor Odessa. Die Präsenz der europäischen Truppen in der Ukraine steigert Russlands Risiko und Kosten für einen potenziellen Einmarsch um ein Vielfaches. Schließlich wird Putin um jeden Preis ein Eingreifen fremder Truppen verhindern wollen. Ein Eingriff europäischer Truppen in den Konflikt könnte das Blatt schließlich wenden und Russland eine herbe Niederlage einhandeln. Zumal mehr Soldaten in der Ukraine bedeuten, dass die bisher herangezogenen russischen Truppen zu knapp kalkuliert sind und weitere Truppen zur ukrainischen Grenze verlegt werden müssten. Dies würde zunächst wieder etwas Zeit gewinnen, um vielleicht doch noch einmal an den Verhandlungstisch zurückzukehren. Wichtig anzumerken bei diesem „Semi-Militärischen“ Plan ist, dass US-Truppen sich aus Osteuropa zurückziehen sollten, um Schlimmeres zu verhindern.
3. Militärisch
Die dritte und letzte Lösung ist leider das Worst-Case-Szenario. Sollten alle anderen Versuche gescheitert sein und Russland beginnt tatsächlich mit dem Einmarsch in die Ukraine hilft leider nur noch ein Gegenschlag. Dem Westen bleibt im Ernstfall nichts anderes übrig, als die Ukraine Militärisch zu unterstützen, um seine Glaubwürdigkeit zu wahren. Wenn der Westen tatsächlich eingreifen sollte / müsste, dann gilt auch hier wieder, dass US-Truppen sich aus dem Spiel heraushalten sollten. Die europäischen Truppen hingegen sollten auch nicht direkt an vorderster Front kämpfen, sondern zunächst einmal strategisch wichtige Punkte wie Kiew, Odessa oder Lwiw sichern und vor allem die ukrainische Armee schnellstmöglich mit Waffen- und Materiallieferungen unterstützen. Der Fokus der ausländischen Truppen auf strategisch wichtige Punkte im Hinterland eröffnet der ukrainischen Armee an der direkten Frontlinie mehr Möglichkeiten. Zudem wird sich auch Russland zweimal überlegen, diese strategischen Punkte anzugreifen, wenn diese mit gut ausgerüsteten ausländischen Soldaten besetzt sind. Letztendlich könnte man im Idealfall durch dieses militärische Eingreifen den russischen Vormarsch stoppen und vielleicht sogar die besetzten Regionen in der Ostukraine zurückerobern.
Grundlegend ist festzuhalten, dass die Ukraine auf keinen Fall in die Hände Russlands fallen darf. Ein Sieg Russlands über die Ukraine wird für den Westen sehr teuer werden und bedeutet einen großen Verlust an Glaubwürdigkeit. Vielen Politikern ist das aber scheinbar gar nicht bewusst. Sollte die Ukraine ohne militärische Hilfe aus Europa fallen, obwohl die Ukrainer um deren Hilfe gebettelt haben, dann werden sich andere Staaten die eigentlich auf den Westen vertraut haben sich neue verbündete in Russland oder China suchen.
Im Extremfall könnte die Ukraine auch als Testgelände der neuen Chinesisch-Russischen Weltherrschaftspläne dienen. Denn wird der Westen bei einem Einmarsch Russlands nichts weiter unternehmen als harmlose Wirtschaftssanktionen zu verhängen, dann könnte dies China als Freifahrtschein nach Taiwan interpretieren, da eine militärische Intervention der „Verbündeten“ nicht zu erwarten ist. Dem ist hoffentlich nicht so!
Aktuell bleibt nur zu hoffen, dass Putin noch nicht endgültig seinen Beschluss gefasst hat und das westliche Diplomaten Russland endlich ernst nehmen.
